What Is the Optimum Heart Rate to Reduce Cortisol Levels?

Can you exercise too hard? I was doing the arc trainer at intensity level 35 for 25 min (heart rate 165). It was suggested to me that is it better for me to wear a heart monitor and that my heart rate should hover around 90 for optimal belly fat loss. Is this correct ? I also weight train.
